Immigration Advocacy Bulletin Series

The issue of immigration affects all of us, and it is important that we respond to it not only as Americans but as Catholics. Being properly informed is crucial to an authentically Catholic response. Therefore, over the next eight weeks, we will present a series on the teaching of the Church on immigration and how it pertains to immigration reform.

The Catechism of the Catholic Church states: "The more prosperous nations are obliged, to the extent they are able, to welcome the foreigner in search of the security and the means of livelihood which he cannot find in his country of origin....  Immigrants are obliged to respect with gratitude the material and spiritual heritage of the country that receives them, to obey its laws and to assist in carrying civic burdens" (2241).  Not every individual American is prosperous, but our nation is indeed among the most prosperous in the world, and so we are called not to keep our blessings to ourselves, but to share our goods with our brothers and sisters.

Semana #2: ¿Qué enseña la Iglesia sobre inmigración?

El Catecismo de la Iglesia Católica dice: “Las naciones más prósperas tienen el deber de acoger, en cuanto sea posible, al extranjero que busca la seguridad y los medios de vida que no puede encontrar en su país de origen... El inmigrante está obligado a respetar con gratitud el patrimonio material y espiritual del país que lo acoge, a obedecer sus leyes y contribuir a sus cargas” (2241). No todas las personas estadounidenses son prósperas, pero nuestra Nación está entre las más prósperas del mundo y, por eso, hemos sido llamados a compartir nuestros bienes con nuestros hermanos y hermanas, sin reservar nuestras bendiciones solamente para nosotros.

There are more than 11 million undocumented immigrants presently in the United States. Each year, approximately 300,000 more enter the country. Yet there are only 55,000 green cards available annually in the lotte1y, known as the Diversity Visa program. With few exceptions, these immigrants are hardworking, honest, faithful people simply desiring the opportunity to make a better life for themselves and their families. The United States is a nation of immigrants; a review of the history of our own families and of our nation reminds us of the need to welcome the stranger in our midst.

En la actualidad hay más de 11 millones de inmigrantes indocumentados en los Estados Unidos. Anualmente, otros 300.000 ingresan al país.  Sin embargo, hay solo 55.000 tarjetas de residencia disponibles anualmente en la lotería conocida como el programa de visas de diversidad (Diversity Visa Program). Con pocas excepciones, estos inmigrantes son trabajadores dedicados, honrados y fieles que sencillamente desean tener la oportunidad de lograr una vida mejor para ellos y para sus familias. Our Catholic teaching affirms the right of governments to defend their borders and to regulate migration. In the United States, however, a combination of deficiencies in our existing immigration laws and inconsistent enforcement of those laws has produced an untenable situation.  There are millions of undocumented workers who have lived and worked here for years, begun families, and made the U.S. their home, but have no viable pathway to citizenship.

Semana #4: La política pública y la inmigración

Nuestra enseñanza católica afirma el derecho de los gobiernos a defender sus fronteras y a reglamentar la inmigración. Sin embargo, en los Estados Unidos,  las deficiencias en nuestras leyes de inmigración vigentes junto con la aplicación irregular de esas leyes han producido una situación insostenible. Hay millones de trabajadores indocumentados que han vivido y trabajado aquí por años, que comenzaron una familia y establecieron su hogar en los Estados Unidos, pero que carecen de un camino viable hacia la ciudadanía. During his 2015 visit to Washington and in his address to bishops, Pope Francis highlighted the value that immigrants bring to our society: "Perhaps you will be challenged by their diversity, but know that they also possess resources to be shared. So do not be afraid to welcome them. Offer the warmth of Christ and you will unlock the mystery of their heart. I am certain that, as so often in the past, these people will  enrich America and its church." While it is true that a small minority of immigrants become involved in criminal activity, the vast majority are honest and hardworking.

Semana #5: Temores sobre la inmigración

Durante su visita a Washington en el año 2015 y su alocución a los obispos, el Papa Francisco destacó el valor que aportan los inmigrantes a nuestra sociedad: "Tal vez a ustedes les atemorice su diversidad, pero sepan que ellos también tienen recursos que compartir. De modo que no tengan miedo de acogerlos. Ofrézcanles el calor de Cristo y descubrirán el misterio que tienen en el corazón. Tengo la seguridad de que, como ha sido frecuente en el pasado, estas personas enriquecerán a los Estados Unidos y a su Iglesia". Si bien es cierto que una pequeña minoría de inmigrantes se dedica a actividades delictivas, la gran mayoría son personas honradas y trabajadoras. The Catholic Church believes that immigrants should come to the United States lawfully, but it also understands that the current immigration legal framework does not adequately address the needs of families separated by national borders. The Church supports immigration reform that would increase the number of visas available to facilitate family reunification.

La Iglesia Católica cree que los inmigrantes deben entrar legalmente a los Estados Unidos, pero también entiende que el marco vigente de inmigración legal no atiende adecuadamente las necesidades de las familias separadas por fronteras nacionales. The United States Conference of Catholic Bishops supports an earned legalization program that would allow foreign nationals of good moral character who are living in the United States to apply to adjust their status to obtain lawful permanent residence. Such a program would create an eventual path to citizenship, requiring applicants to complete and pass background checks, pay a fine, and establish eligibility for resident status to participate in the program.

Semana #7: La USCCB apoya la legalización por mérito

La Conferencia de Obispos Católicos de los Estados Unidos apoya un programa de legalización por mérito que permitiría que los ciudadanos extranjeros de buen carácter moral que viven en los Estados Unidos solicitaran un cambio de su situación para obtener la residencia permanente legal. Ese programa crearía una posible vía hacia la ciudadanía al exigir que los solicitantes se sometan a una investigación de antecedentes y la pasen con éxito, paguen una multa y cumplan las condiciones de admisibilidad necesarias para participar en el programa. The Catholic Diocese of Arlington is proactive in its outreach to the immigrant community. Our Spanish Apostolate and the Office of Multicultural Ministries work with immigrants and migrants through pastoral ministry and serve as a resource for current advocacy from the United States Conference of Catholic Bishops. Many of the immigrants in our area qualify for legal status but need help in obtaining it. Catholic Charities has staff whose principal duties include providing newcomer services and overseeing the immigrant and refugee programs in the Diocese.

Semana #8: La Diócesis Católica de Arlington y la inmigración

La Diócesis Católica de Arlington realiza una función proactiva para llegar hasta la comunidad inmigrante. Nuestro Apostolado Hispano y la Oficina de Ministerios Multiculturales trabajan con migrantes e inmigrantes por medio de su ministerio pastoral y sirven de recurso para actividades de defensa de esa causa realizadas por la Conferencia de Obispos Católicos de los Estados Unidos. Muchos de los inmigrantes en nuestra zona reúnen los requisitos para legalizar su situación pero necesitan ayuda para obtenerla. La organización Caridades Católicas (Catholic Charities) tiene personal cuyo deber principal incluye prestación de servicios a los recién llegados y supervisión de programas para inmigrantes y refugiados en la Diócesis.
