Msgr Charles Mangan attended Mount St. Mary's Seminary, and was ordained in 1989. He has served as a vicar, pastor, vice chancellor, official in the Congregation for Institutes of Consecrated Life and Societies of Apostolic Life, Rome, episcopal vicar of consecrated life, and Director of the Office of the Marian Apostolate.
